Overview and Composition of Lok Sabha
The Lok Sabha, or the House of the People, is the lower house of the Parliament of India. It represents the people of India as chosen by direct election on the basis of adult suffrage.
Key Composition Facts
- Maximum Strength: The constitution provides for a maximum strength of 550 members (previously 552, until the 104th Constitutional Amendment Act, 2019 discontinued the reservation for Anglo-Indian members).
- Current Strength: Presently, the Lok Sabha has 543 elected members.
- Representation: Members are elected directly by the people from territorial constituencies in the states. The seats are allocated based on population (as per the 1971 census per the 84th Amendment Act, 2002, frozen until 2026).
- Reservation: Seats are reserved for Scheduled Castes (SC) and Scheduled Tribes (ST) based on their proportion in the population.
Tenure and Qualifications
- Term: The normal term is 5 years from the date of its first meeting. It can be dissolved earlier by the President of India. Once dissolved, it cannot be challenged in court. During a National Emergency (Article 352), the term can be extended by law by Parliament for one year at a time.
- Membership Criteria:
- Must be a citizen of India.
- Minimum age of 25 years.
- Must be a registered voter in any parliamentary constituency in India.
- Must possess other qualifications prescribed by the Representation of the People Act, 1951.
Powers, Functions, and Important Positions
The Lok Sabha is often considered more powerful than the Rajya Sabha in financial matters and matters concerning the government’s survival.
Legislative and Financial Powers
- Money Bills: A Money Bill (Article 110) can be introduced only in the Lok Sabha. The Rajya Sabha has limited powers here; it cannot reject or amend it, only make recommendations within 14 days.
- No-Confidence Motion: Only the Lok Sabha can pass a No-Confidence Motion to remove the Council of Ministers. The government must resign if this motion is passed.
- Joint Sitting: In case of a deadlock over an ordinary bill, the President summons a joint sitting (Article 108). Since the Lok Sabha has higher numerical strength, it generally prevails in joint sessions.

- Speaker: The presiding officer, elected by members from among themselves. The Speaker decides whether a bill is a Money Bill and their decision is final.
